This influence extends across a range of carbon sensitive themes including procurement, planning, local business engagement and education.

Since 2001 the Carbon Trust has been working closely with the public sector and across regions both in the UK and overseas to help public bodies to reduce energy use without impacting on services, helping them to cut unnecessary spending and become more efficient, while also tackling the urgent need to cut emissions to reduce the risk of damaging climate change.

Since 2001, our technical and strategic support has helped more than 3,000 public sector organisations both in the UK and overseas to cut their energy bills by over £700million, while reducing their carbon emissions by more than 17.5 million tonnes. Decentralised energy support

Decentralised energy projects can generate lasting cost and carbon savings, and protect against future energy price rises. They can also deliver broader social objectives such as ensuring security of supply and addressing fuel poverty.

The Carbon Trust’s support is primarily focused on developing heat based projects, such as a CHP plant serving a commercial building; a waste-to-energy system using household refuse or industrial waste as a source of fuel; or a gasification plant burning sustainable biomass. This service helps public bodies to determine the best technical solutions, project governance and finance options for district heating networks and decentralised energy schemes, and also assists with intelligent procurement and market engagement.

Housing services

We can work with you at all stages of your low carbon new build or retrofit housing project. Our aim is to identify cost effective methods for reducing energy use and carbon emissions from housing, and to create homes which are healthy, comfortable and affordable places to live. 

We are experienced in working with public and private sector clients. We work with local authorities and social landlords to upgrade their housing stock and tackle fuel poverty. We can support property developers, contractors and suppliers in their delivery of resource efficient housing and communities.

The Leeds City Region Enterprise Partnership has introduced a range of programmes to reduce carbon emissions, with the ambition for the region to be recognised as a global leader in taking action on climate change.

Frameworks we are on

Buy For Good – a Community Interest Company, awarding locality based contracts and frameworks, (Purchasing Agreements), for use by the public, Third Sector and private sector organisations. The framework aims to deliver continuously improving social, economic, and environmental benefits to the community and the buyer. Purchasing Agreements are awarded in full compliance with the EU Procurement Directive and negate the need for public sector buyers to run their own EU compliant procurement exercise.

Crown Commercial Services Management Consulting Framework, Lot 1 - A pan-government framework agreement that provides a compliant, cost effective way for central government and the wider public sector to access consultancy advice and delivery as well as audit services. Lot 1 specifically relates to Business Consultancy Services across various service lines including “Sustainability and Sustainable development policies and strategies”.

Essentia Strategic Energy Advisory Framework – This framework is open to any public sector body in the UK, and covers the provision of M&V services, energy audits, and strategic advice on energy reduction and ESCO measures in large public bodies.

Greater London Authority Decentralised Energy Enabling Project (DEEP) Framework - Established to provide public sector intervention and support to larger-scale decentralised energy projects in London. DEEP procures strategic, technical, commercial/financial and legal advisory support services through an OJEU framework to help beneficiaries bring larger-scale decentralised energy schemes into operation.
