Policy advice

We provide impartial policy advice based on rigorous analysis and stakeholder consultation across our broad network of government, industry, academic and finance stakeholders.

We are pioneers in low carbon policy advice, having been trusted advisors to the UK government for over 15 years, helping to shape cutting edge policy solutions. Examples include:

Since 2011 we have broadened our advice to international governments, agencies and multilateral development banks (MDBs) across the EU, Central and Latin America, Africa, China and South East Asia. We have our own experts based in regional offices, complemented by a network of local, trusted partners.

Examples of our work

We have enabled the UK Government to identify and focus on the clean energy technologies that will provide greatest energy cost reduction and job creation potential. We developed the Technology Innovation Needs Assessments (TINAs) methodology to provide a consistent set of in-depth analyses across more than ten clean energy technologies.

We developed five economic cost-benefit financial models to assess the profitability of investing in a given renewable energy and quantify associated externalities. These enabled an impact assessment of Colombia’s new fiscal incentive mechanism for Unidad de Planeación Minero Energética (UPME), the Colombian government’s agency of planning for energy and mining.

How we can help

We carry out work commissioned directly by clients and proactively initiated by us where we bring partners and funders together to confront the most pressing challenges facing low carbon policy and markets.

We cut through uncertainty to provide insights that support better, often bolder, decisions. We are impartial and, our clients and partners tell us, rigorous and innovative too. We understand the need for unique solutions, which is why we think global but act local. Every day we work with new technologies, markets and business models yet, in a sector where much is open to opinion, we make the case for change based on evidence and facts.  And as an organisation committed to our mission, we reinvest any surplus from our activities.
